AFGHANISTAN: STAGE 1 BUILDUP AND PREPARATION; DENY ACCESS WHILE ALLOWING LIMITED ACCESS; OCT 14, 2009

• There are 600 miles of road from east to west through Kabul. ALL roads going EAST will be shut down and guard post placed before going into Kabul and all capital cities.
• Roads destroyed by bombing must be repaired and rebuilt; bring in paving and new roads with TOLL booths but use ID and clan passport systems to expedite guard posts.
• One road will be open; only one. One road north and one east; only one. All others will have guard posts. All roads going west will have a guard post and check point east; OPEN UP THE SOUTHERN REGION AND WESTERN REGION.
• DO NOT deploy troops until ordered. You want to contact the clan leaders and tell them they are in total control and monitor all open roads; most especially for IED threats. Commerce is controlled by the local leaders and permits granted.
• Do not destroy any roads at this time. We will build new roads and destroy old ones. New “toll” booths will be in place and expedited methods to pass or travel west only.
• Grid system is coming; I need strategic targets of Taliban and insurgent in southern and eastern regions. Do not engage at this time; open roads up, close them down; be ready to bomb and build new roads.
• Await new orders and strategic build up. I will begin to ask you questions. I am no novice at this and have been doing this since age 19; please trust me.
• There is only 300 miles of road north to south; block most or all going north for southern contingency.
